Action Plan for Irish 1997 - 2001

Tá An Plean seo De Réir

  • Moltaí an Ghrúpa Stiúrtha faoin nGaeilge sa tSeirbhís Rialtais Aitiúil atá curtha amach ag an Aire Comhshaoil agus  
  • Treoirlínte aontaithe ag an Aire Ealaíonn, Cultúr agus Gaeltachta don Earnáil Phoiblí.

The Plan is in accordance with:

  • The recommendations of the Grúpa Stiúrtha for the promotion of Irish in the Local Authority Service issued by the Minister for the Environment and 
  • The guidelines set down by the Minister for Arts, Heritage, Gaeltacht and the Islands for the State Sector.

Plean Gníomhaíochta don Ghaeilge

  • Is don tréimhse 1997 - 2001 an plean seo. Deánfar athbhreithniú air gach bliain.
    The period covered by this plan is 1997 - 2001. 
  • Beidh sé mar dhualgas ar an nGrúpa Stiúrtha dul chun cinn an phlean gníomhaíochta a mheas.
    The Grúpa Stiúrtha has the responsibility of monitoring the implementation of the Action Plan. 
  • Go n-aimneófar Oifigeach Gaeilge, a mbeidh sé de chúram air/uirthi an Plean Gníomhaíochta a chur i bhfeidhm.
    An Oifigeach Gaeilge to be designated with the responsibility of implementing the Action Plan. 
  • Ag teacht le haidhmeanna an Phlean Gníomhaíoctha seo, go ndéanfar clár oibre faoi leith gach bliain, agus go gcuirfear airgead ar fáil chuige seo.
    Within the general aims of this Action Plan, that a specific agenda be drawn up each year and adequate funding be provided for its implementation.

Aidhmeanna

  • Úsáid na Gaeilge agus coincheap an dátheangachais a chur chun cinn ar bhonn deonach in imeachtaí agus i gcúrsaí uile an Bhardais.
    To advance the use of Irish and the concept of bilingualism on a voluntary basis in all the Corporation's proceedings and affairs.
  • Baill den Chomhairle agus den fhoireann a spreagadh chun an Ghaeilge a úsáid chomh fada agus is féidir.
    To encourage members of Council and Staff to use Irish as much as possible. 
  • Timpeallacht a bheidh fabhrach leis an nGaeilge a chruthú sa Bhardas.
    To create an environment favourable to Irish in the Corporation. 
  • Chomh fada agus is féidir go mbeidh na gnéithe seo a leanas de ghnó Comhairle Cathrach Chorcaí dátheangach.
    That the following aspects of Cork City Council's business be bilingual as much as possible.

          Páipéarachas
          Foilseacháin (m.sh. Tuairisc Bhliantúil)
          Fógraí
          Comharthaíocht (laistigh agus lasmuigh) agus ar fheithiclí an Bhardais
          Stationery
          Publications e.g. Annual Report
          Advertisements
          Signs (internal and external) and on Cork City Council's vehicles.

  • Usáid na Gaeilge a chur chun cinn go forleathan i measc phobal na Cathrach.
    To actively promote the use of Irish in the wider City Community.
     

An Pobal

  • An pobal a chur ar an eolas faoi pholasaí Comhairle Cathrach Chorcaí i leith an dátheangachais agus faoin bPlean Gníomhaíochta seo.
    To make the public aware of the City Council's policy of bilingualism and of the Action Plan. 
  • Go gcuirfear in iúl don phobal gur féidir gnó a dhéanamh trí mheán na Gaeilge agus go mbeidh fáilte roimhe sin.
    That the public be informed that business may be transacted and will be welcomed through the medium of Irish. 
  • Dea-thoil an phobail i gcoitinne a lorg agus dea-thoil ó chumainn tráchtala agus ó na heagrais Ghaeilge chun an Plean Gníomhaíochta a chur i bhfeidhm.
    To seek the goodwill of the public - in general and from trade organisations etc. - and from Irish Language Organisations for the implementation of the Action Plan. 
  • Pé teanga - Gaeilge nó Béarla - ina ndéanfar comhfhreagras leis an gComhairle Cathrach, gur sa teanga sin a gheobhfar freagra.
    Correspondence with the City Council in Irish or English will be replied to in the same language. 
  • Go ndéanfar urraíocht ar imeachtaí oideachasúla agus cultúrtha as Gaeilge.
    That sponsorship be provided for educational and cultural events in Irish. 
  • Úsáid na Gaeilge a chur chun cinn níos mó sna pobail áitiúla.
    To encourage and promote the greater use of Irish in local communities.

An Fhoireann

Baill den fhoireann a bheith ar an Coiste Stiurtha. Members of Staff to be represented on An Coiste Stiurtha.

  • Gach deis a chur ar fáil chun labhairt na Gaeilge agus a ceart-úsáid a chur chun cinn. To provide facilities for speaking Irish and to promote its correct usage. 
  • Nuachtáin agus Irisí Gaeilge a chur ar fáil. To provide Irish newspapers and magazines. 
  • Oiliúint agus traenáil sa Ghaeilge a bheith mar dhlúth chuid de chlár forbartha foirne. Staff training in Irish to be an integral part of Staff Development Programme. 
  • É a bheith de rogha ag oifigigh an leagan Gaeilge nó an leagan Béarla dá n-ainmneacha a úsáid. Officers to have the option of using the Irish or English version of their name. 
  • Liosta a chur le chéile d'oifigigh ar mian leo:

          Gaeilge a labhairt le chéile

          Gnó a dhéanamh leis an bpobal tré Ghaeilge.

  • To draw up a list of officers willing to: 

          Speak Irish with each other.

          Deal with the public in Irish.

  • Na ranna is mó teagmháil leis an bpobal a aithint agus a ainmniú, agus chomh fada agus is féidir, deimhin a dhéanamh de go mbeidh seirbhís trí Ghaeilge ar fáil iontu. To identify the offices who have most dealings with the public, and as far as possible to ensure that a service in Irish be provided in these offices. 
  • Go dtabharfar aitheantas do phrionsabail an dátheangachais i bpolasaí earcaíochta an Comhairle Cathrach Chorcaí. That the principles of bilingualism be recognised in the City Council's recruitment policy.

An Chomhairle

  • Go n-úsáidfear oiread Gaeilge agus is féidir ar chruinnithe den chomhairle agus de Choistí an Bhardais. That as much Irish as possible be used at Council and Committee meetings. 
  • Go mbeidh Cláracha Cruinnithe, Miontuairiscí agus Tuairiscí dátheangach chomh fada agus is féidir. That Agendas, Minutes and Reports be bilingual as much as possible. 
  • Go mbeidh an Ghaeilge mar chuid d'óráidí, d'aithisc agus d'fháiltiú an Bhardais. That official speeches and addresses and welcomes should include Irish as appropriate. 
  • Go n-úsáidfear chomh fada agus is féidir an leagan Gaeilge de na teidil Ardmhéara, Comhairle, Comhairle Cathrach Chorcaí etc. That the Irish version of the titles Lord Mayor, Council, City Council, etc. be used as much as possible. 
  • Deis a thabhairt do chomhairleoirí a gcuid Gaeilge a úsáid agus a fheabhsú. That councillors be given the opportunity to use and improve their Irish. 
  • Baill den Chomhairle a bheith ar an Coiste Stiúrtha. Members of Council to be represented on the Coiste Stiurtha.
